FUNCTIONAL STATEMENT
1. Organize, administer and operate the municipal library.
2. Formulate and interpret goals and objectives of the library.
3. Develop or design new service programs and determine program priorities.
4. Interpret the collection to the library users.
5. Perform personnel management function.
6. Assume budget and fiscal responsibilities.
7. Propose new methods and new ways of making the library more fully integrated in the community.
8. Procure books, periodicals, and other reading materials and equipments for use in the library.
9. Establishing classification and cataloging procedures.
10. Prepare Annual and Monthly Reports.
11. Assist in the support and operation of Barangay Libraries in the municipality.
12. Attend conferences, seminar-workshops, meetings on library administration , government projects/programs and others.
13. Does other related work.
DUTIES AND RESPONSIBILITIES
1. Maintain a general information record and analyze users' needs to determine what information is appropriate; search for, acquire, and provide the information.
2. Oversee the management and planning of the library
3. Negotiate contracts for services, materials, and equipment; perform public-relations and fundraising duties; prepare budgets; and direct activities to ensure that everything functions properly.
4. Prepare new materials by cataloging and classifying them through subject matter and describe books and other library materials to make them easy to find.
5. Prepare catalog cards, computer records, and other access tools that direct users to resources.
6. Read book reviews, publisher’s announcements, and catalogs to keep up with current literature and other available resources; select and purchase materials from publishers, wholesalers, and distributors.
7. Compile lists of books, periodicals, articles, and audiovisual materials on particular subjects; analyze collections; and recommend
8. Coordinate programs such as storytelling for children and literacy skills and book talks for adults, conduct orientations, publicize services, provide reference help, and oversee other administrative matters.
9. Design a system for an efficient lending of library books, magazines, newspapers and other materials and implement the same.
